Probably the best 3k car you could buy would be a turbo Volvo. Many models available throughout the years and they are already faster than most cars on this list. Nothing is more fun than gapping tuner cars in Volvos

The E46 is a great choice. They are relatively fast, great fun to drive because of the well balanced chassi and still practical they also have good aftermarket support. For 3k I got a 330i manual!

back on the earlier 2000s the TL was one of my dream cars, i couldnt afford it, so i got an accord v6. although i regret not to wait a bit to get a used TL, the accord v6 is a great car

Since you added BMW to the list then you could have included Mercedes. You can find several CLK 430 coupes in fair to decent shape for under 3 or reaching honorable mentions between 3k to 4k. Also SLK230 and SLK320's.
